for voice recordings I use Audacity (http://audacity.sourceforge.net/) -- which I believe has a Windows version. I have a mac, and I've used it to record, for example, the sound when I was on the train going between Tilehurst and Reading (on laptop of course) -- and annoying people talking at coffee shops ;) It's a little weird for simple stuff sometimes, but you can do multiple tracks and export in a variety of file formats.
