It is called living next to the river on a floodplain in a city with practically no drainage :p As I said, it happens when it rains a lot, and I think things get backed up in the sewer system, and things get clogged. It isn't a hard thing to fix, at least.

Makes sense. I couldn't think of the word earlier, but was wondering if your sump pump for your building is defective or substandard.
