During the Peninsular War the British officiers and troops made fun of their Spanish allies because of their flamboyant and poofy uniforms. Nothing quite screams out "Look! I'm an officer!" to sharpshooters like lots of epaulettes and gaudy accoutrements. I always figured that the plan was to frighten the enemy with luxury.
